PROBLEM TO BE SOLVED: To prevent a high start by preventing to change gear by a wheel rotation even while an engine stops, therefore so as not to cause running resistance by a pump. SOLUTION: The high start is prevented with discharge pressure from a port 30 of an output rotary drive pump 22 driven with an eccentric cam 24 on a counter shaft 15 coupled with a wheel by preventing an offset toward the upshift direction of a trunnion due to a wheel rotation while the engine stops. Hydraulic pressure always generating during a prime mover running is fed into a chamber 23 of the pump 22. While the engine stops, hydraulic pressure is not fed into the chamber 23. A plunger 26 is pushed against the cam surface of the cam 24 with a spring 27, reciprocated between positions indicated in (a) and (b) to prevent the high start by conducting a predetermined pumping action. Hydraulic pressure is fed into the chamber 23 while the engine stops so that the plunger 26 is retreated to the position apart from the cam 24 as indicated in (c), the pump 22 is held in non-operating state without being driven by the cam 24, and the pump 22 can avoid causing running resistance in response to the wheel rotation during regular running with the engine operating.
