<P>PROBLEM TO BE SOLVED: To protect privacy relating to the portrait right of a person other than a specified person and to easily confirm information other than the face of the specified person and conditions around the specified person. <P>SOLUTION: Images photographed with a camera 1 for monitoring are fetched to a computer, a face image is detected and the detected face image and the face image of the specified person registered in a storage device 5 are collated. As the result of collation, when both face images do not match, the privacy of the person other than the specified person is protected by executing a mosaic processing only to the part of the detected face image and the images are left as they are without executing the mosaic processing for clothes and baggage, etc., other than the face.
