PROBLEM TO BE SOLVED: To improve stability of a tracking servo in a tracking error detecting device which can be applied to a recording and reproducing device for a disk recording medium having a meandered guide groove (wobbling groove), and a tracking error detecting method. SOLUTION: A tracking error signal by a push-pull signal is outputted as a PP system at the time of start of disk rotation. At the time, a meandering frequency is measured, a meandering component detecting means is optimized and set based on the detected result. As a WPP system becomes an accurate error signal in this state, switching is performed from the PP system to the WPP system. That is, it is switched to a state in which a push-pull signal in which an offset component obtained by subtracting a signal amplitude component by meandering from the push-pull signal is removed is outputted as a tracking error signal.
