PROBLEM TO BE SOLVED: To improve practical use; and to reduce reclaiming cost. SOLUTION: A bag body 30 is packed with a soil material 28 formed by mixing an organic chip crushed into the prescribed size or less, a microorganism group fermenting-decomposing composting promoting material for fermenting-decomposing the organic chip by using a conditional anaerobe and a coconut fiber material gathered from a coconut outer shell, and is formed as a mixing base body 12 having the proper size. A bag body 30 is packed only with the organic chip 42 crushed into the prescribed size or less, and is formed as an auxiliary base body 14 having the proper size. The mixing base body 12 and the auxiliary base body 14 are made to mixedly exist in an arranging frame 16 under juxtaposition, and the organic chip in the mixing base body is composted in this arranging frame by fermentation-decomposition by the conditional anaerobe under a covering by supply water and a covering body 38 to at least the mixing base body.
