PROBLEM TO BE SOLVED: To provide a message transmitting system and method for transmitting a message with a voice to the telephone terminal of the subscriber of an IP telephone service. SOLUTION: A message transmitting means 5 acquires an IP address corresponding to the telephone number of the transmission destination from an identification number storage means 4, and transmits a voice message as an IP packet at a predetermined time to a packet transmitter/receiver 2 specified by the acquired IP address. The message transmitting means 5 can be realized by a general server computer capable of executing a relational data base. In this case, the identification number storage means 4 and the message transmitting means 5 are separately arranged, and also the identification number acquiring means and the the message transmitting means may be integrally arranged.
