PROBLEM TO BE SOLVED: To provide a settling/floating detection system for detecting abnormality of a buried pipe such as a gas pipe and a water pipe at an early stage. SOLUTION: The settling/floating detection system 10 is provided with a reception part 101 receiving settling/floating information of the buried pipe 30, which settlement/floating detection devices 20 to 23 for detecting settling/floating of the buried pipe 30 constituting a lifeline detect, and position information for specifying the positions of the settling/floating detection devices 20 to 23. The system is provided with a state decision part 102 determining whether the buried pipe 30 is in a dangerous state or not based on received settlement/floating information, a position specification part 104 specifying the position of the buried pipe 30 in the dangerous state based on position information when the buried pipe 30 is judged to be in the dangerous sate as a result of decision and an alarm transmission part 106 transmitting an alarm to a prescribed range from the specified position.
