PROBLEM TO BE SOLVED: To provide a device for controlling a vehicle driver who ignores a traffic signal which can determine the vehicle driver ignoring a traffic signal with high accuracy. SOLUTION: This device comprises: an area photographing camera 210 for photographing a detection area 230 from at least the vicinity of a stop line of an intersection to a specified line ahead by a predetermined distance; a candidate vehicle detecting means for processing a picture photographed by the camera for area photographing and storing a vehicle located in front of the stop line as a candidate vehicle whose driver may ignore the traffic signal when the traffic signal is red; a candidate vehicle tracking means for tracking the vehicle recognized as a vehicle whose driver has ignored the traffic signal by the candidate vehicle detecting means; and a violation vehicle determining means for determining the candidate vehicle tracked by the candidate vehicle tracking means as a vehicle whose driver has ignored the traffic signal when the candidate vehicle travels beyond the specified line. When the traffic signal changes to red, a vehicle located in front of the stop line is determined as a candidate vehicle whose driver may ignore the traffic signal, the candidate vehicle is tracked, and if the vehicle travels over the specified line ahead of the stop line by the predetermined distance is determined as a vehicle whose driver has ignored the traffic signal.
