PROBLEM TO BE SOLVED: To enable an accurate energization time to be measured at an AC energization switching location even if an electric current flowing to an incoming vehicle is low and even if there is present a residual voltage at the time of non-energization of a middle section trolley line. SOLUTION: A voltage waveform is read out of a middle section voltage waveform recording unit 41 by a time elapsing direction waveform reading-out unit 42 and a regional integration is carried out against the read-out voltage waveform by a first period integer time region integrator unit 43. A time in which its value does not become zero is detected and along with this operation, a voltage waveform is read out by a time elapsing inverse direction waveform reading-out unit 45, a regional integration is carried out by a second period integer times region integrator 46, a time in which the value does not become a zero value is detected, a differece between the aforesaid two times is detected by a time difference calculator 48 and this difference is applied as a non-energization time. .
