PURPOSE: A system and method for transmitting and receiving video/voice data of a state of an airplane using a satellite communication network are provided to transmit the current state of a cockpit and a boarding room of an airplane to a control tower through the satellite communication network. CONSTITUTION: A first A/D(Audio-to-Digital) conversion and decoding unit(111), and a second A/D conversion and decoding unit(112) convert video and voice data collected from cameras and microphones mounted in a cockpit and a boarding room into digital data, and decode the converted digital data in a certain format to generate video and audio stream data. A multiplexer(115) multiplexes the decoded video and audio stream data. A data transmitting unit(120) adds additional information to the multiplexed video and audio stream data to be modulated into radio frequencies of a specific band and to be transmitted to a communication satellite(200). The communication satellite relays satellite microwave obtained by amplifying the radio frequencies to the ground in a specific frequency band. A demodulator demodulates the received satellite microwave. A channel decoder outputs signal sequences in transport stream packet. A demultiplexer(410) extracts bit streams to be divided into video data and audio data. A video decoder(420) and an audio decoder(430) decode the divided video and audio data, and convert the decoded video data and audio data into analog data to output video and voice through a monitor and a speaker, and the decoded video and audio data are stored.
