PROBLEM TO BE SOLVED: To provide a plane heating element ensuring insulation performance and obtaining high electric power. SOLUTION: This plane heating element is constituted such a way that silicone-based insulating paint A4 having electric insulation properties is applied to the surface of a plane plate 2 made of stainless steel with an air spray or the like so that thickness after baking becomes 200-300μm, a conductor 3 whose main component is silver is printed on the insulating paint so that the thickness after baking becomes 5μm or more and baked, and moreover silicone-based insulating paint B5 having electric insulation properties is applied so as to cover only a baked part of the conductor 3 or the whole of the plane plate 2 where the conductor 3 is baked so that the thickness after baking becomes 100μm or less.
