PROBLEM TO BE SOLVED: To facilitate the manufacture of cleaning sheets. SOLUTION: This cleaning sheet is provided with a wind-off roller 25 and a rewind roller 26 and provided with sticking devices 17, or a sticking roller 17a, a pressure receiving roller 17b, a reed roller 17c, and a storage layer 17c, between them. An original fabric roller R<SB>1</SB>of a base sheet 13 is wound off and attached to the roller 25, the base sheet 13 is inserted between the sticking roller 17a and the pressure receiving roller 17b, and its tip is rewound around the rewind roller 26. The wind-off roller 25, the rewind roller 26, the sticking roller 17a, and the pressure receiving roller 17b are rotated. Then, the base sheet 13 wound off from the original fabric roll R<SB>1</SB>contacts with the sticking roller 17a in a sticking range B, is stuck with resin to become a synthetic sheet 18 and rewound around the rewind roller 26.
