<p><P>PROBLEM TO BE SOLVED: To provide a picture information conversion method for performing vector calculation over another movement without changing a circuit scale and reducing power consumption when similar calculating operation is carried out, and also a picture information converter using the method. <P>SOLUTION: Upon picture processing operation based on bidirectional prediction coding, a search picture for a common MV frame is prepared in a storage area for frame backward prediction, and a search picture for a common MV field is prepared in a storage area for field backward prediction. Or a search picture for MC/noMC judgment is prepared in the storage area for frame backward prediction. The MC/noMC judging operation is carried out at the timing of the execution of the backward prediction of a B picture. Or a storage area for frame forward prediction is assigned to four blocks of 8 pixels x 8 lines.
