PROBLEM TO BE SOLVED: To form a skin material by using a plug-assist forming means and a high-pressure air blowing means. SOLUTION: This manufacturing method comprises a skin material setting process wherein the skin material 1 heated to a prescribed temperature is set between a projecting mold 5 having the high-pressure air blowing means 55 and a pressing plug 3 and a recess mold 6 having a vacuum drawing means 4, a plug-assist forming process wherein the skin material 1 is pressed against the recess mold 6 side by making the plug 3 operate while blowing off the high-pressure air from the projecting mold 5 side, a vacuum drawing process wherein the skin material 1 is sucked onto the recess mold 6 side by operating the vacuum drawing means 4 at a proper stage of the plug-assist forming process and an integrating forming process wherein the skin material 1 is integrated with a plastic base 2 by injecting a prescribed thermoplastic material into a cavity space formed on the rear side of the skin material 1 in a state of the material 1 being left in the recess mold 6.
