PROBLEM TO BE SOLVED: To convert a dark and blind area into an easy to view area while reducing the expense in time and effort in image correction so as to enhance the image quality.

SOLUTION: An image conversion section 5 divides a histogram of a color image into two regions on the basis of a parameter set from a parameter setting section 4 and corrects image data by each region. Thus, the expense in time and effort in image correction can be reduced. In this case, since a division value is deviated from the center depending on a state of the color image, the dark and blind area is converted into an easy to view area. Thus, the image quality is enhanced.
