<p><P>PROBLEM TO BE SOLVED: To provide an energy management system and method where the energy consumed by the entire system is optimized for the entire system. <P>SOLUTION: A subsystem 12a comprises an upper communicating part 13 which intercommunicates information with a subsystem 12b located one class of hierarchy above the subsystem 12a; a lower communicating part 14 which intercommunicates information with a subsystem 12c located one class below the subsystem 12a; an environmental information input part 15 for inputting the energy consumed by a variety of equipment and environmental information about influences over the drive of the variety of equipment; a recording part 16 for recording the information input from the environmental information input part 15 and information input from the subsystems 12b, 12c as experimental information; and a supervising part 17 for supervising the energy consumed by the subsystems 12a, 12b.
