PROBLEM TO BE SOLVED: To provide an Irg-system insulation-state monitoring device that is compatible with an inexpensive Io-system insulation-state monitoring device, and to enable system work to be conducted for inexpensive insulation-state monitoring by freely replacing the Irg-system insulation-state monitoring device to the proper one that corresponds to the magnitude of the electric capacitance of a cable way by using a hot line by eliminating a work border between an Io system and an Irg system, though it has conventionally been compelled to employ an expensive Irg-system insulation-state system when considering an increase in a constant leak (permeable) current due to an increase in ground electric capacitance or the like against a load side after construction, in a device for exactly monitoring the insulation state of a low-voltage cable way. SOLUTION: A plug-in unit element 8 for Io-system insulation-state monitoring and a plug-in unit element 12 for Irg-system insulation-state monitoring are arranged in a manner of the same shape compatibility electrical connection, and made to have the same shape compatibility electrical connection characteristics. A housing box having a plug function common to both the elements is prepared, and a plug-in unit element is inserted therein, thus enabling the respective Io/Irg insulation-state monitoring devices to exhibit their functions.
