PROBLEM TO BE SOLVED: To impart a fish inhabiting environment by constituting a state of having a flowing water pool and thickly growing water plants of a fish inhabiting condition in a concrete waterway. SOLUTION: A shock absorbing wall changes the water flowing direction to the other side wall inside surface, and is projected on one side wall inside surface of the concrete waterway. The one side wall on the shock absorbing wall downstream side is overhung outside, and is formed as a fish nursery part. The fish nursery part is partitioned by a partition plate having the height lower than the waterway, and is covered with a lid. An entrance of fishes is arranged in the partition plate. The sunlight of the opened waterway is put in the fish nursery part from between the partition plate and a dropping lid to breed the water plants of a fish nursery part bottom plate for making the fish nursery part suitable for inhabiting the fishes.
