PURPOSE: An apparatus and a method are provided to prevent a degradation of vehicle performance by stabilizing an engine RPM. CONSTITUTION: An apparatus comprises an Electronic Time and Alarm Control System(ETACS) unit(140) for compensating the current in accordance with the load of front hot wire when the front hot wire switch is turned on, and outputting an engine RPM compensation signal for the compensation of current; and an engine control unit(110) for controlling an engine RPM compensation in accordance with the load of rear hot wire when the rear hot wire switch is turned on, and controlling an engine(120) by compensating an engine RPM in accordance with the load of front hot wire and the RPM compensation signal output from the electronic time and alarm control system unit.
