PROBLEM TO BE SOLVED: To provide reduction of operation count and furthermore, effective use of a radio channel by performing broadcast by automatically giving time difference. SOLUTION: In this invention, a time difference broadcast signal control section is added to control office equipment and a recording/reproducing apparatus is added to an outdoor loudspeaker for enabling broadcast by providing the time difference to loudspeaker broadcast of the outdoor loudspeakers adjacently installed by area classification by every group.
