PROBLEM TO BE SOLVED: To improve the image quality in the case of converting an interlace scanning into a progressive scanning. SOLUTION: Field information storage sections 311, 312, 313 cyclicly store input video signals in the unit of fields. A storage control section 315 controls the field information storage sections 311, 312, 313. A comparator 316 compares field information stored in the storage section 311 with field information stored in the storage section 313. Thus, whether the input video signal includes a moving picture is detected. The storage control section 315 decides video information to be outputted depending on field unit comparison information outputted from the comparator 316. When the input video signal includes no moving picture, the storage control section 315 alternately outputs the field information items stored in the storage sections 311, 322 in a timing of an internal horizontal synchronizing signal. When the input video signal includes the moving picture, the storage control section 115 outputs only the field information stored in the storage section 313 once per two output horizontal synchronizing signals.
