PROBLEM TO BE SOLVED: To prevent an unusable state even when a water cutoff tool for a concrete buried substance touches water, and to fast stick the water cutoff tool to a pit inwall and improve a water cutoff function by constituting the water cutoff tool of an inorganic material having plasticity. SOLUTION: The water cutoff tool is composed of a water cutoff member 3 consisting of water-swelling clay installed into the hole 1a of a sleeve 1 buried into a concrete structure 2 and the inorganic material mounted at the center hole 3a of the water cutoff member 3.
