PROBLEM TO BE SOLVED: To provide an antifouling agent imparting a substrate with antifouling property by coating or impregnation and free from blocking and surface tackiness of the substrate even by contacting with a material containing a plasticizer. SOLUTION: The antifouling agent at least contains (1) a synthetic resin emulsion, (2) a wax having a melting point of 53-65°C and (3) an inorganic filler having an average particle diameter of 1-20μm and containing silica (4) as an essential component. The amount of the wax (2) is 3-50 pts. wt. in solid basis and the amount of the inorganic filler (3) is 5-200 pts. wt. based on 100 pts. wt. of the solid component of the synthetic resin emulsion (1) having an acid value of 0-150 mgKOH, and the silica content in the inorganic filler (3) is 1-30 wt.%.
