PURPOSE: An apparatus and a method for judging regions of an optical disc are provided to judge the position of a pick-up on the optical disc. CONSTITUTION: An apparatus for judging regions of an optical disc(300) includes a step motor(306), a region judgement unit(303), a calculation unit(304), and a controller(305). The step motor moves a pick-up(301) on the optical disc. The region judgement unit receives a target position to which the pick-up will be moved from a host, and compares the current position of the pick-up with an absolute reference position of the pick-up when time information at the current position of the pick-up than 90 minutes to judge whether the pick-up is located on a read-in region, a program region or a read-out region of the optical disc. The calculation unit subtracts the current position of the pick-up from the target position to calculate a movement distance of the pick-up. The controller controls the movement of the pick-up based on the calculated movement distance of the pick-up.
