PROBLEM TO BE SOLVED: To provide an antistatic agent composition easily applicable to a base material and forming a coating layer excellent in antistaticity, adhesion to a plastic, transparency of the coating film, scratch resistance and moisture-proof durability upon irradiating it with active energy rays to effect curing. SOLUTION: This antistatic coating agent composition comprises a hydrophilic urethane (meth)acrylate resin, a resin compound having an acid-base ion pair and/or a betaine structure in the molecule and a polyfunctional (meth)acrylate resin.
