PROBLEM TO BE SOLVED: To simply, securely, and horizontally set a jacket structure. SOLUTION: When setting the jacket structure on a temporary pile 5 , the jacket structure 1 is horizontally adjusted and set by using a horizontally adjusting device 10. As the horizontally adjusting device 10, when the jacket structure 1 is placed on the temporary pile 5, a spacer 11 is interposed between a trestle provided at the front end of the temporary pile 5 and the bottom of the jacket structure 1 to stably hold horizontally the whole face of the jacket structure 1.
