When an electrolyte for an electric double layer capacitor is prepared, an aggregate is assumed to be a model in which a solute is dissolved into a solvent, the energy of the aggregate is calculated, and the energy of the aggregate of when it is reduced and that of when it is oxidized are calculated, and thereby the breakdown voltage is predicted. If the breakdown voltage exceeds the target value, only the predicted electrolyte is actually prepared. Thus, the time required to develop an electrolyte is greatly shortened.
