PROBLEM TO BE SOLVED: To provide a developing apparatus capable of preventing uneven image density in a direction (scanning direction) horizontal to a paper passing direction with reference to a solid image caused by the unevenness of a sticking toner quantity. SOLUTION: In the developing apparatus 20 provided with: a developing roller 10 constituted of metal and for visualizing an electrostatic latent image in contact with an image carrier with the electrostatic latent image formed; a toner supply roller 11 arranged so as to come in contact with the developing roller and for supplying toner 16 to the developing roller; a toner control roller 13 having an elastic layer and for controlling the toner sticking on the developing roller so as to form a thin layer; and a spring 14 for controlling the contact pressure of the toner control roller and the developing roller by applying a spring pressure on a rotary shaft press-inserted in both ends of the cylindrical substrate of the toner control roller, (a) the outline shape of the cross-sectional elastic layer of the toner control roller is constituted of a quadratic curve or a circular arc curve, and (b) the maximum displacement difference between two optional points in the axial direction of the outside diameter part of the developing roller from the rotation center is≤20μm.
