PROBLEM TO BE SOLVED: To provide a metallic sheet which dispenses with a special water draining treatment during a coating process using a chromate surface treating agent and using an obtained surface-treated metallic sheet and has an organic coat showing superb corrosion resistance, conductivity and weldability, and a surface treating agent best-suited for forming the organic coat. SOLUTION: The surface-treated metallic sheet has the organic coat formed of an epoxy resin, a glycoluril resin, a metallic compound and a conductive particle, formed on at least one side of the metallic sheet, and the surface-treating agent for the metallic sheet contains the epoxy resin, glycoluril resin, metallic compound and conductive particle.
