<P>PROBLEM TO BE SOLVED: To provide a system for split billing of service charges that can accurately control a plurality of charging destinations, in a system involving a time difference between service use and charge payment, as seen from communication expenses of a portable telephone. <P>SOLUTION: In the system, a carrier 10, a subscriber 11, a company 12 and a charging management system 15 are connected via the Internet 13, and the charging management system 15 is accessed from screens of browsers 10a, 11a and 12a. The charging management system 15 can be accessed also by email 10b, 11b and 12b. The charging management system is incorporated in a Web server 14 and connected to a database 16. The charging management system receives a use history from the carrier 10. The subscriber 11 receives the use history from the charging management system, and files a business use application to the company about a business use portion. The company receives the business use application and notifies the subscriber of an application result. According to the application result from the company, the subscriber requests bills from the carrier.
