PROBLEM TO BE SOLVED: To prevent the signal of motion components which is not present in an inputted picture signal from becoming another noise and appearing on a picture regarding a cyclic noise reduction circuit. SOLUTION: The noise reduction circuit by which no noise due to motion components of a picture is caused is constituted by providing a plurality of high-pass filters and selection circuits 10a to 10c, selecting a high-pass filter in the angle direction with the least motion components of the picture by deciding a passed signal level, further selecting 7a noise component at the largest level among the group of the high-pass filters with different pass bands, and subtracting the noise component from the picture signal, when noise components are extracted from a differential signal between an inputted picture signal to be used for noise reduction and a picture signal separated for a predetermined time.
