PROBLEM TO BE SOLVED: To prevent heat dissipation to effectively utilize heat while preventing the deformation of a heat emitting layer, and to accelerate the temperature rise of the heat emitting layer. SOLUTION: In a fixing device 18, a sheet is pinched between a heat roll 20 and a pressing roll 30 and is guided by pre-fixing and post-fixing guide plates (sheet transport guides) 41 and 42 and has a transfer image thereon fixed by heat while being transported. The heat roll 20 has a core bar 21 like a solid shaft, and a heat insulating rigid layer 24 and a planar heat generating body 25 being the heat emitting layer provided on the outer circumference of the layer 24. The pressure roll 30 has an elastic layer 33 provided on the outer circumference of a cylindrical core bar 31.
