PROBLEM TO BE SOLVED: To provide a tool holder holding tool superior in mechanical strength, having hygroscopicity resistance, and in dimensional stability, while having moderate flexibility as the tool holder holding tool using water soluble cutting oil in processing. SOLUTION: This material constitutes the tool holder holding tool used in the processing for using the water soluble cutting oil, and includes a thermosetting resin, natural fiber, glass fiber and/or carbon fiber.
