PROBLEM TO BE SOLVED: To provide a high speed optical disk reproducing and recording device which records data reproduced with higher speed than standard reproducing speed in a writable optical disk excluding defective data caused by defective reproduction. SOLUTION: In an optical disk high speed reproducing and recording device, when a first read-out data quality discriminating section (200, Sjr;300, S18) detects bit deviation in read out digital data (Sad, Ssb) of a second unit, a rereading section (300;S24-S36) rereads digital data (Sad, Ssb) of a second unit with a third reproducing speed (k) being lower than the second reproducing speed (N) by the first prescribed speed (Vp) and rereads digital data (track, sector, data block) of a first unit with a second unit.
