PROBLEM TO BE SOLVED: To provide a cooling device capable of simplifying and lightening the device, and to provide a cooling system utilizing the same. SOLUTION: This vehicle cooling device 1 comprises a cooling bag 2, a cover 3 for covering the cooling bag 2, and a surrounding member 4 supporting the cooling bag 2 and the cover 3. The cooling bag 2 has a hollow part 5 inside of a bag-shaped main body part. The cooling bag 2 has an air inlet 6 and an air outlet 7 communicated with the hollow part 5. The air of low temperature is press fed from an air supply device located outside of a testing laboratory to the hollow part 5 through the air inlet 6, whereby the cooling bag 2 is closely attached to a vehicle 15, and the vehicle 15 is cooled.
