PURPOSE: An internal wireless communication system based on packets for supplying local-based voice/character service contents is provided to generate Intranet service contents such as characters/voices suitable for characteristics of a specific building, and to supply the generated contents, thereby supplying wireless services including characters or voices proper for a specific area. CONSTITUTION: A mobile phone entering a building receives a system parameter message included in a paging channel always transmitted from a base station(111), and differentiates parameters capable of dividing registration regions such as a system ID of the base station(111) from peripheral cells in order to give a location-based service. If a terminal recognizes that registration region is different, the terminal transmits a registration message. The message is registered in a self register managed by a call agent(113) through the base station(111). Registration information is transmitted to a service generation platform(121). The service generation platform(121) recognizes that the registration information corresponds to a welcome message service contents condition, and commands welcome message service contents made in service contents suppliers(122,123,124) to be processed. The service generation platform(121) transmits a welcome message to the terminal through a local message center(114) located in the building.
