<P>PROBLEM TO BE SOLVED: To provide a personal information access control method for realizing the storage, access, and sharing of personal information while ensuring high security by the minimum identifying operation when a patient executes various procedures in a hospital window by using the carrier of personal proof information such as an IC card, or consults a doctor in an examination room. <P>SOLUTION: Approval information indicating personal identification information guaranteeing the personal identification of a user himself and personal approval information approving the other person's access to the personal information of the user himself is generated, and the approval information is held in a fixed period under high security.
