PROBLEM TO BE SOLVED: To completely make the contracting speed and contracting stroke of an excavating jack coincide with the elongation speed and the elongation stroke of a shield jack with less consumption energy. SOLUTION: An excavating jack 7 and a shield jack 9 are installed in the inside shell 5 in the inside of the outside shell 3 of a simultaneously excavating shield machine 1. A connection circuit 64 supplies a working medium to a tank 53 through an excavating jack 7-1 and a shield jack 9-1 by a pump 51. A circulation circuit 70-2, 70-3 circulates the working medium between an excavating jack 7-2, 7-3 and a shield jack 9-2, 9-3. When the excavating jack 7-1 and the shield jack 9-1 are extended/contracted by using the connection circuit 64. the excavating jack 7-2, 7-3 and the shield jack 9-2, 9-3 are extended/contracted at the same speed/stroke and the inside shell 5 transfers while the outside shell 3 is suspended.
