PROBLEM TO BE SOLVED: To reduce the influence of deterioration external force; to overcome problems associated with deterioration; to suppress the occurrence of a crack; and to maintain beauty of a surface. SOLUTION: The concrete structure 10 is equipped with a structure body 16 in which a reinforcing bar 12 is embedded and which is formed by curing of concrete 14, and a cement board 18 which is integrated as a permanent form with the outer surface of the structure body 16. The cement board 18, which is predominantly composed of cement, comprises a fiber-reinforced highly-tough board in which a high-strength vinylon fiber is used as a reinforced fiber. The cement board 18 is also used as a form board in the formation of the structure body 16, and installed by surrounding the outer periphery of the structure body 16; the reinforcing bar 12 is prebuilt inside the cement board 18; the concrete 14 is placed in the cement board 18; and the cement board 18 is integrated with the outer surface of the structure body 16 when the strength of the concrete 14 is made apparent.
