PROBLEM TO BE SOLVED: To comprehensively identify a deteriorated section by concurrent estimation of the appearance and a temperature distribution at one position of a coating film on a coated structure. SOLUTION: The method for diagnosing deterioration in the coating film is carried out so that, at the same position of the coating film on the coated structure, a surface deterioration in the coating film is diagnosed from information of a processed image obtained by an image input device, and an inside deterioration of the coating film is diagnosed from information of a thermal image obtained by an infrared thermography. The system is provided with a camera photographing the painted surface and an infrared camera imaging the surface temperature at the same position of the painted structure and an image analyzing apparatus being electrically coupled with these cameras and processing / analyzing each image obtained by these cameras.
