PROBLEM TO BE SOLVED: To perform the compensation of fiber loss and the compensation of loss wavelength characteristic without using specified equipment such as an attenuator or a loss equalizer. SOLUTION: In the dispersion compensating module obtained by combining SMF and DCF, the SMFs 11a and 11b are connected to the input side of the DCF 10, and a part between the SMFs 11a and 11b is fused and spliced in a state where their optical axes are deviated. In such a case, by adjusting the deviation of the optical axes between the SMFs 11a and 11b and the number of the fused parts corresponding to transmission loss amount which a user wants to obtain, the dispersion compensating module capable of yielding the specified transmission loss characteristic is manufactured.
