PROBLEM TO BE SOLVED: To easily and precisely verify the functions of test circuits by enabling flexible dealing with function variations under various operating conditions, ensuring the versatility with respect to test circuits which can be dealt with, and consequently preventing a verification leakage etc., when the functions of the test circuits are verified. SOLUTION: A circuit verifying device 10 for verifying the functions of test circuits 1, 2 is formed so as to have a group of registers 21 which stores information on the specifications of the test circuits 1, 2, and is formed so as to be capable of rewriting the information, a waveform generating circuit 22 which generates a test signal having a waveform which corresponds to the information stored in the group 21, and a timing regulating circuit 23 which gives the test signal generated by the waveform circuit 22 to the test circuit 1, 2 at timing which corresponds to the information stored in the group 21.
