<p><P>PROBLEM TO BE SOLVED: To protect the secrecy of data stored in an external storage device without modifying an existing system and the external storage device themselves even when the same storage device is stolen or lost. <P>SOLUTION: The device is an encoder 12 of a system 11 connecting the external storage device 13.
