PROBLEM TO BE SOLVED: To provide a data block transceiver for road traffic information or real time information generating no delay in time even for part of information by synchronizing information collection with the road traffic information or the real time information, and a method and a system. SOLUTION: The data block transceiver for the road traffic information is a data block transceiver system for the road traffic information coding the road traffic information or the real time information to form a data block and modulates/transmits and receives/demodulates the data block. The data block transmitter comprises: an event module generating means 21 receiving the road traffic information or the like, preparing event information having precedence representing priority of transmission for every event representing an information source, and generating a plurality of event modules arranged for every precedence; a packet row preparation means 31 receiving the event module having the highest precedence in the plurality of event modules, and preparing a plurality of packets containing packet information as the data block to form a packet row: and a transmission packet table delivery means 41 for delivering the packet row as a transmission packet table when the delivery of the packet row is requested.
