PROBLEM TO BE SOLVED: To provide a developing roller which prevents a developer leak even in a long term use, maintains a satisfactory image, and a process cartridge using the developing roller, and an image forming apparatus. SOLUTION: The developing roller of a developing device has end seal members disposed in pressure contact with developer roller ends in order to prevent a leak of developer from the ends of the developing roller. The developing roller has: a conductive shaft; a conductive elastic base layer made of a rubber which is formed on the outside of the conductive shaft; and a conductive surface layer made of a rubber or a resin which is formed on the outside of the base layer. If the ten-point average roughness of an image forming area of the developer roller surface is Rz1 and the ten-point average roughness of at least end seal contact part is Rz2, the relation between Rz1 and Rz2 is 0.25xRz1≤Rz2≤0.5xRz1.
