PROBLEM TO BE SOLVED: To prevent unstable development when one driving source is shared for rotationally driving a rotary developing part and a developing device. SOLUTION: A CPU 111 stops driving an unlocking solenoid 91 when a holding frame 22 is rotated and moved up to a prescribed position by turning on a rotary clutch 82 to operate a developing system driving motor 81, and the CPU 111 applies a developing bias to developing rolls 23Y, 23C, 23M, and 23K by a developing bias generation circuit 113 after an engaging recessed part of a lock lever is engaged with an engaging projecting part of the holding frame 22 by an energizing force of a coiled spring and thus the holding frame 22 is detained.
