PROBLEM TO BE SOLVED: To smoothly treat trouble by stopping drainage in an emergency. SOLUTION: A first gate 6, a second gate 9 and a third gate 14 are arranged in a drain sluice 2 having a drain port 3, and are constituted so as to be openable-closable stepwise. The first gate 6 is also opened-closed by relative operation with the second gate 9 by a first opening-closing device 4 arranged for lifting the second gate 9. The third gate 14 provided with a submerged pump 17 is lifted by a second opening-closing device 5. When the trouble is caused in the submerged pump 17, the drain port 3 is completely closed by lowering the second gate 9, and a drainage flow is stopped to easily cope with the emergency.
