PROBLEM TO BE SOLVED: To provide a coding method in which a generated amount of code are controlled to a predetermined amount of code in spite of a state of an input picture signal, the picture in a motionless area or in a small-motion area is coded at a high resolution and the picture in a dynamic area is coded without generating excessive information. SOLUTION: The moving picture coding apparatus comprises a down-sampling circuit 321 which down-samples the input picture signal 331, a prediction circuit 101 which generates a prediction signal 332 by performing motion-compensation prediction on a down-sampled picture signal 341, coding circuits 304 to 306 which code a prediction residual signal 333 between the down-sampled picture signal 341 and the prediction signal 332, and a control unit 323 which decides down-sampling ratio for each frame of the input picture signal 331.
