PURPOSE: To provide a system that enables a distributed information access device to be used for various purposes and can offer motivation for use for an original purpose intended by the distributor. CONSTITUTION: The information access device 1101 or an input device 1102 has a purpose determining means and a use limiting means, and the use limiting means is operationally controlled according to determination results of the purpose determining means. For example, the distributed camera 1102 reads in a link symbol on a printed matter 104, and the PC 1101 uses a network to access an information server 1301 as an information destination of the link symbol via a relay server 1201 operated by an information delivery service entity 102. Use for such an original purpose prolongs the period before the use limiting means are activated. When the camera 1102 is used, on the other hand, for image capture or the like other than the original purpose, the period before the use limiting means are activated is shortened.
