PROBLEM TO BE SOLVED: To provide a method for producing a flexible polyurethane foam by reacting a polyol with a polyisocyanate in the presence of a catalyst and, optionally, other adjuvants, which method is characterized by using no tin-based catalyst. SOLUTION: The method for producing the flexible polyurethane foam by reacting the polyol with the polyisocyanate in the presence of the catalyst, wherein the polyol used is a combination of (A) a polyether polyol containing at least 5 wt.% oxyethylene groups in its polyol chain and end-blocked with secondary OH groups and (B) a polyether polyol in which at least 5% of the ends of its polyol chain are primary OH groups; the polyisocyanate used comprises toluene diisocyanate and/or its derivative; and the catalyst used comprises at least one kind selected from the group consisting of at least the compounds represented by formulas (1) to (6).
