IMAGE PROCESSING APPARATUS AND IMAGE PROCESSING METHOD

PROBLEM TO BE SOLVED: To provide an image processing apparatus for encoding image data on the basis of data divided into bit planes, wherein the encoded data have finely-adjusted compression rates.

SOLUTION: The image processing apparatus is provided with an encoding section for encoding image-related data on the basis of data resulting from decomposing the image-related data into bit planes in a unit of blocks. A quantization section for reducing the value of the image-related data of a block whose compression rate is going to be enhanced is provided at a pre-stage of the encoding section.
